Why does a blank page appear when dragging a scanned file to WordPad or Notepad?

OCR the scanned file before transferring it to WordPad or Notepad. If OCR only produces an image (no text found), a blank page will appear in WordPad or Notepad. This is because WordPad and Notepad do not allow the import of image files.
